At a city council meeting scheduled for next Tuesday, the Sterling Heights City Council will consider a proposal to impose strict regulations on pit bull owners.The proposed restrictions would require the dogs to pass a temperament/training program every two licensing cycles; dogs licensed after January 1st must be embedded with a microchip; someone would have to be home when the dog is outside and the dogs must be spayed or neutered unless they are to be bred.Furthermore, pit bull owners could also be ordered to have $250,000 in liability insurance.The proposed regulations would not apply to current owners who have their dogs licensed prior to January 1st.

The proposed regulations are the result of a two-year study in which it was determined that the number of animal control and police runs involving pit bulls has jumped from 55 in 2008 to a projected 316 by the end of 2010.City spokesman Steve Guitar reportedly indicated that while pit bulls account for only 2% of the dogs registered in the city, they account for 1/3 of the runs.
