Saginaw To Issue First 'Dangerous Dog' Citation

In July, a new ordinance was enacted in the city of Saginaw that requires owners of five breeds of dogs – Rottweilers, bull mastiffs, presa Canarios, German shepherds and pit bulls – to pay a one-time registration fee or face financial penalties. The ordinance also forbids owners of any breed of dog from tethering their pets to outdoor objects. A pit bull owner is expected to be the first to face penalties for violating the new ordinance.

It is being reported that members of the Saginaw Code Enforcement Neighborhood Improvement Cooperative, or SCENIC, warned a Saginaw pit bull owner to abide by the new laws. However, last Friday, a neighbor contacted the city advising that the pit bull, chained to an outdoor object, had broken free from its chain tether and was threatening a postal worker. SCENIC and Saginaw County Animal Care Center responded to the call. The dog was apprehended when a SCENIC worker parked his car so that the tire pinned the dog's chain to the ground. The dog is currently being housed at the Saginaw County Animal Care Center. Arrangements have been made to issue the dog owner 2 $100 citations on Wednesday. The citations are for failing to register the animal and for tethering the dog.
